What you can do in a Special Character Area without resource consent
If your home is in a Special Character Area, replacing the window frames or changing how they open on a street-facing wall may need resource consent. Fitting double-glazed units into the existing timber frames doesn't, according to Auckland Council. Check your property on the Unitary Plan maps or ask the council's duty planner before you commit.

The Mt Eden case
In a case reported in May 2025, the owners of a Mt Eden villa in a Special Character Area had replaced about ten original timber sashes with aluminium-framed double-glazed windows. Auckland Council issued an abatement notice telling them to get resource consent or restore the windows. The council's heritage manager said on the record that fitting double-glazed panes into the existing wooden frames would not have needed consent. What triggered it was swapping the frames and changing how the windows opened.
Is your house in the overlay?
The residential overlay lists about 35 areas. Living in one of those suburbs doesn't put your house in the overlay, and living outside them doesn't rule it out. Look up your address on the Unitary Plan map.

The extra weight in a double-hung sash
A villa's double-hung window is two sashes that slide past each other, each hung on a cord over a pulley with a weight hidden in the box frame to balance it. It was balanced for a single pane. Put in a sealed unit, which weighs more, and the sash won't stay where you leave it.
So the sash has to be rebalanced as well as glazed. The weight pockets are opened, the weights are added to or adjusted, and tired cords are replaced while the frame is open. It takes longer than a casement.
Casement and awning sashes on hinges and stays are simpler, but the hardware still has to carry the heavier glass. Get draught seals done at the same time. The gap between an old sash and its frame lets air through whatever glass is in it.

Rot, old repairs and when a sash needs remaking
Auckland's damp is hard on paint. Where the paint has gone, rot starts in the bottom rail, the lower corners of the sash and the sill. Press a screwdriver into those spots before the measure. If it sinks in, the installer will want a closer look, because they won't fit a unit over soft timber.
Old repairs matter too. Filler from an earlier patch, a spliced rail, or a sash that has twisted so the glass no longer sits flat all change the job. A single pane could flex with the frame, and a sealed unit can't.
None of that rules the window out. Rot is cut out and made good. Where a sash is too far gone for that, some installers make a new sash to fit the existing frame, so the frame, the architraves and the look all stay. That window costs more. Restoration and repair is a permitted activity under the Special Character overlay, but ask the council's duty planner whether a remade timber sash in the same design counts. If the whole frame is gone, you're looking at replacing the window.

Coloured glass and leadlight panels
A leadlight panel is the glass, so it can't be swapped for a sealed unit without losing the panel. The same goes for most of the coloured and textured glass in a villa's fanlights and the panels beside the front door.
Usually those panels stay single glazed and the plain glass around them gets double glazed. The other option is secondary glazing on the inside, which leaves the panel alone. Ask which the installer would do on your windows, and who does the leadlight work if they don't. A panel that has bowed or lost its putty needs a leadlight repairer before anyone else touches the window.
Keeping the look from the street
You retrofit a villa's windows rather than replace them so they still look original. From the street you see the sash profile, any glazing bars, and the line of the putty or bead. That's what the Special Character overlay protects.
A sealed unit is thicker than the old pane, so the new bead won't match the old putty line. Slimmer units exist. Before you commit, the installer should be able to tell you the sightline, which is how much of the visible timber the new bead covers. Ask to see a finished window if they have one nearby.
Aucklanders have wanted this for years. A 2013 forum thread asked for someone who could double glaze wooden sashes to match hundred-year-old originals, for the noise as much as the warmth, without losing the look. If your house has later aluminium windows as well as timber sashes, you can get double glazing for those windows too.

Can wooden windows be double glazed?
Yes, and for a villa or bungalow it's usually the better way to go, because the sashes stay. The installer deepens the rebate in each sash, beds a slim sealed unit into it behind a new bead, and sorts out the hinges, stays or sash weights for the heavier glass.
Can you double glaze old wooden windows?
Yes, if the timber is sound. A hundred-year-old sash in good paint takes a unit as well as a new one. Rot, old filler or a twisted sash gets fixed first, or the sash is remade.
Is wooden double glazing more expensive?
Not on the Auckland figures we could find. They run about $400 to $800 for a standard window and $800 to $1,500 for a large one, with no split between timber and aluminium. The extra cost on a villa is the work around the glass. There's more on double glazing costs in Auckland.
Do I need resource consent to double glaze in a Special Character Area?
Not for units fitted into the existing timber frames, according to Auckland Council. Replacing the frames, or changing how street-facing windows open, may need it, so check the Unitary Plan maps or ask the duty planner. Building consent is separate, and window work on a house of up to two storeys is usually exempt under Schedule 1 of the Building Act.
Can I replace my villa's windows with aluminium?
Outside a Special Character Area, swapping timber windows for aluminium in the same position is on MBIE's list of work that doesn't need building consent, for a house of up to two storeys. Inside one, the same swap on a street-facing wall may need resource consent, so ask the duty planner first.
